Military & Overseas Voters
If you are a United States uniformed services member on active duty, a Merchant Marine member, their spouse or dependent, or a U.S. citizen residing outside the country, you can register to vote and request a vote-by-mail ballot simultaneously using the Federal Post Card Application (FPCA). This form is available from any Voting Assistance Officer or online at www.fvap.gov.
You may also contact the Seminole County Supervisor of Elections by phone, mail, fax, or email to request a voter registration application or a vote-by-mail ballot.
Vote-by-mail ballots are sent to military and overseas voters at least 45 days before each election. If you’re an active-duty service member, Merchant Marine member, or their eligible family member stationed away from your Florida residence, or a U.S. citizen living abroad, you can request to receive your ballot by email or fax instead of regular mail.
If you provide an email address with your vote-by-mail request, the Supervisor of Elections will:
- Confirm receipt of your request via email
- Provide the estimated date your ballot will be sent
- Notify you when your completed ballot is received
Voters With Disabilities
Every Seminole County voting location is designed to be safe, comfortable, and accessible for all voters. Each site has been thoroughly tested to meet Americans with Disabilities Act (ADA) standards, ensuring every voter can cast a ballot independently and with confidence. To utilize the ADA-compliant voting device, please request it upon check-in at your polling location.
Our election workers receive specialized training focused on accessibility and respectful service. They are taught to ask every voter, “How may I help you?” so if you need assistance, just let any team member know.
Before every election, our team offers “Supervised Voting” to assisted living facilities. This program gives residents the opportunity to vote in a secure, supported, and familiar environment, with trained staff available to provide any needed assistance.
Large print sample ballots are available ahead of each election, and every voting location includes an ADA compliant voting device designed to meet a wide range of needs, from audio ballots and adjustable touchscreens to larger text and tools that help voters with limited mobility. All equipment is tested to ensure a trusted, private, and accessible voting experience for everyone.

Restoration of Voting Rights
Amendment 4 restores the voting rights of Floridians with felony convictions who have completed all terms of their sentence, including parole and probation. Parole, probation, and payment of the total amount of all fines, fees, costs, and restitution ordered as part of the felony sentence. Amendment 4 does not apply to those convicted of murder or sexual offenses, who continue to be permanently barred from voting unless the Clemency Board vote to restore their voting rights on a case-by-case basis.
Any eligible Seminole County voter whose voting rights have been restored and wishes to register to vote can download the current Florida Voter Registration Application. The application should be printed, the required information filled out and signed, and returned to our office no later than 29 days prior to Election Day to be valid for the upcoming election.
If my rights have been restored, do I need to bring my certificate when I register to vote?
No, If your rights have been restored, you do not need to present your certificate for voter registration. Just fill out the Florida Voter Registration Application completely and return it to your local Supervisor of Elections on or before the book closing deadline (29 days before an election).
If my voting rights have been restored, what do I do next so that I may vote?
In order to vote, you must register to vote in Florida by the book closing deadline (29 days before an election). To register to vote, complete a Florida Voter Registration Application. Florida Voter Registration Applications may be obtained in the following ways:
- Complete an application online
- Download the form Florida Voter Registration Application.
- Call 407-585-8683 and request that a voter application be mailed to you.
- Pick up a form in person at any Supervisor of Elections office.
- Pick up a form in person at any public library, any office that provides public assistance, any office that serves persons with disabilities or any center for independent living.
